What did you think it was a link to? It's a link to the previous
header/footer of the same type. Since there is only one header/footer of
each type per section, there can't be a previous one if there's only one
section.

Found the answer to my own question: a doc without section breaks, has no
need for "link to previous" so it's greyed out. IF MSoft had named it
"Linkneed for "link to previous" so it's greyed out. IF MSoft had named it
to previous SECTION" it would have helped alleviate this confusion.
referALL footers in my doc have the 'link to previous' button greyed out.
